Set-aside programs, explained

A set-aside is a bid where competition is deliberately restricted to a category of business — the government's way of making sure small and historically underrepresented firms actually win public work, not just watch it. When you see a set-aside badge on a bid, the pool of eligible competitors just got dramatically smaller. If you qualify, those are the bids to chase first.

The big federal programs

• Small Business Set-Aside — reserved for firms under the SBA's size limit for that industry (often measured in revenue or headcount). Most federal contracts under about $250k are automatically set aside this way.
• 8(a) — for small businesses owned by socially and economically disadvantaged individuals. A nine-year SBA program with real advantages, including some sole-source awards.
• HUBZone — location-based: your office and a share of your employees must be in a designated Historically Underutilized Business Zone. Check the SBA map — you may already qualify.
• WOSB / EDWOSB — women-owned small business (and the economically disadvantaged variant), for industries where women-owned firms are underrepresented.
• SDVOSB / VOSB — service-disabled and veteran-owned small businesses. Especially powerful at the VA, which must prefer veteran-owned firms.

State and local flavors

States, cities, and transit agencies run their own versions — usually called MBE (minority-owned), WBE (women-owned), or DBE (disadvantaged, common on transportation projects). Certification is per state or agency, and many recognize each other's. If you sell locally, these can matter more than the federal programs.

Getting certified, honestly

• Federal small-business status is mostly self-certified when you register at SAM.gov — know your NAICS size standard and be accurate.
• 8(a), HUBZone, WOSB, and SDVOSB run through SBA certification (certify.sba.gov). Expect real paperwork — ownership, finances, residency — and weeks to months of processing. It's tedious, not impossible, and it's free.
• State/local MBE/WBE/DBE certification goes through each state's portal, and processing times vary widely. Start before you need it.
