How to respond to the Navy’s YRBM-25 Dry-Docking and Transportation RFI

DEPT of the Navy Santa Rita, GUCloses January 30, 2027

What the Navy is researching

NAVSUP Fleet Logistics Center Yokosuka, Site Marianas, is conducting market research on firms that could dry-dock, repair, preserve, and transport YRBM-25, a non-self-propelled barge currently in Apra Harbor, Guam. The anticipated work would take about six to eight months and includes hull and structural repairs, tank and piping work, inspections, and preservation.

The contractor would also arrange transportation from Apra Harbor to its proposed repair facility and, after Government acceptance, to a Government-designated Pacific port within 1,500 nautical miles of Apra Harbor. This is a sources sought notice for market research, not a request for bids or a commitment to award a contract.

Deadline and what it means

The listed deadline is January 30, 2027, at 9:00 PM ET. The notice text gives the response deadline as January 31, 2027, at 12:00 p.m. Chamorro Standard Time.

This is an RFI, so the Navy is seeking information about vendor capabilities for acquisition planning, not contract offers. Check the notice for the controlling submission instructions and deadline.

Who this opportunity may suit

This market research is relevant to ship-repair firms with dry-docking facilities, structural steel and preservation capability, and experience with tanks, voids, piping, and vessel systems. Firms that can transport a non-self-propelled barge may also be a fit.

A firm may describe capabilities it can provide through subcontracting or a teaming arrangement. The Navy is particularly interested in whether sources can bring together suitable docking facilities, repair capability, structural steel and preservation work, and transportation.

Prepare a useful response

Address the information requested in the notice: company identification and point of contact, business size and applicable socio-economic status, proposed facility details, relevant repair experience, and transportation method and capability. Explain whether transportation would be self-performed, subcontracted, or handled through a team.

Include practical evidence that helps the Navy assess capability: comparable project examples, dock capacity and vessel limits, facility availability for the anticipated six-to-eight-month period, and how you would manage growth or emergent work. Identify transportation lead time, relevant logistical or regulatory considerations, potential risks, and any Government support you believe would be needed.

Because this is market research, keep the response focused on credible capabilities and useful planning information. Follow the notice’s submission instructions, and do not treat this response as a price offer.
