How to respond to the Navy’s SMP Obsolescence DMSMS RFI
What the Navy is researching
The Department of the Navy is gathering information about vendors that can find and qualify replacement parts for obsolete components in the AYK-22 Stores Management Processor used on F/A-18 and EA-18G aircraft. The processor connects the aircraft mission computer with weapons and external stores.
This is a Request for Information for market research, not a request for proposals or a contract offer. The Navy says it intends to solicit Boeing for an order under an existing agreement. Responding does not create an offer or guarantee an award, and the Government will not pay for response preparation.
Deadline and what it means
Submit your response by October 28, 2026, at 5:00 p.m. EST. This is the deadline for the Navy to receive the RFI response, not a bid-opening time or a deadline to submit a contract proposal.
The Navy requests a capability statement no longer than one page. It also wants relevant vendors’ commercial published price lists, lead times, and current stock levels.
Who this opportunity suits
This RFI is relevant to firms that procure and qualify obsolete electronic components for military aerospace applications and can demonstrate access to the required technical data and specifications.
It may also suit suppliers with relevant quality assurance processes and certifications, and vendors able to provide information about applicable items’ published prices, lead times, and stock.
How to submit a response
Prepare a one-page capability statement in bullet-point format, on 8.5-by-11-inch pages, using at least 12-point font and 1.5 line spacing. Include your company name and address, business size, CAGE code, UEI, and a point of contact’s name, phone number, and email address.
Describe your experience procuring and qualifying obsolete electronic components for military aerospace applications, your access to the needed technical data and specifications, and your quality assurance processes and certifications. Add other relevant information showing your ability to meet the stated need.
Email the response in Microsoft Word or PDF format to Contract Specialist Cassaundra Somerville at [email protected]. Keep all submitted information unclassified. Practical preparation tips
Use the page limit to make your evidence easy to assess: connect your past component-procurement and qualification experience to military aerospace work, and clearly identify the technical data access and quality controls you can demonstrate.
If you include price lists or supply information, make clear which items they cover and state the relevant lead time and current stock level. Check the file format, page length, font size, spacing, recipient, and deadline before sending.
This is a voluntary information request, and response preparation is at your own expense. The Navy says not responding does not preclude participation in a future associated RFP; monitor SAM for any follow-on solicitation.
