Once confirmed, access will be granted within the Procurement Integrated Enterprise Environment (PIEE). Proposals must be submitted electronically through the PIEE solicitation module by the deadline. Acknowledge receipt of the RFP by signing and returning it to Megan Murphy via email.
Tips for preparing a competitive response
The basis for award is the Lowest Evaluated Price, with price being more important than past performance. The government will review your past performance through CPARS reports, focusing on quality and timeliness of similar projects. Your proposal must include a price breakdown and/or labor category table demonstrating the use of binding rates from your MATOC contract. Ensure this breakdown is detailed enough for the government to verify compliance with your base contract rates. Proposals that fail to submit a price breakdown or do not use the binding rates will not be considered. Payment and performance bonds will be required within 10 days after the award date, and the Notice to Proceed will be issued after their receipt and approval. All questions regarding the RFP must be submitted via ProjNet using the bidder inquiry key CYF3NK-7ZP2UW.
