How to bid on Soo Lock Fire Alarm Modernization for the Department of the Army

DEPT of the Army Sault Sainte Marie, MICloses October 30, 2026

What the Army is buying

The Department of the Army is seeking a price proposal for design-build modernization of the fire alarm system at Soo Locks in Sault Sainte Marie, Michigan. The work is described in the solicitation’s scope of work, drawings, and specifications.

This is a restricted task order under the Great Lakes and Ohio River Division MATOC. The stated target award ceiling is $4 million, and payment and performance bonds are required.

Eligibility and key dates

Only the seven contractors holding MATOC contracts W912P523D0001 through W912P523D0007 may bid: AIS Infrastructure, LLC; CMS Corporation; Geiger Brothers, Inc.; Howard W. Pence, Inc.; Kiewit Infrastructure Co.; Shimmick Construction Company, Inc.; and WSP USA Environment & Infrastructure Inc. Firms must also have active SAM registration.

The notice was published October 20, 2026, but the proposal deadline stated in the solicitation is September 10, 2026, at 11:00 a.m. ET. The listed deadline has passed. Proposals received after the stated deadline will not be considered.

Who this opportunity suits

This opportunity is limited to the seven named MATOC contractors. It suits an eligible contractor with relevant design-build construction experience and the ability to prepare a price proposal using the binding rates in its MATOC contract.

The Army will review past performance in CPARS, including quality and timeliness on prior jobs similar in scope and magnitude, as well as price.

How to access and submit a response

The solicitation number is W912QR-62373550. The RFP and restricted attachments are available through SAM.gov and PIEE. To request access to restricted attachments, the firm must have active SAM registration and email Megan Murphy and Pat Duggins with its CAGE Code and UEI, using the subject “Verification for W912QR-62373550.” After the Government confirms SAM registration, access is granted within PIEE.

Submit proposals electronically through the PIEE solicitation module. The notice also asks contractors to acknowledge receipt of the RFP by signing and returning it to Megan Murphy by email. Questions must be submitted through ProjNet using bidder inquiry key CYF3NK-7ZP2UW.

Preparing a competitive proposal

The stated award basis is lowest evaluated price, with price more important than past performance. Include a price breakdown or labor category table that lets the Government verify use of the binding MATOC rates. Proposals without a breakdown or that do not use those rates will not be considered.

Review the scope, drawings, specifications, and all posted amendments before preparing a response. The notice says the Government may award based on initial proposals without negotiations, so check calculations and attachments carefully. Proposals must remain valid for at least 90 calendar days.

Plan for the required payment and performance bonds within 10 days after award. The Notice to Proceed will be issued after the bonds are received and approved.
