How to bid on NYCHA’s Manhattan V/C floor tile installation contract

NYC Housing Authority New York, NYCloses November 25, 2026

What NYCHA is buying

The New York City Housing Authority (NYCHA) is seeking a contractor to install vinyl composition floor tile in apartments at Manhattan developments in neighborhoods MN08 and MN09. This is one of seven development-specific contracts in the NYCHA tile bid series.

The contract term is three years from the award date established on NYCHA’s Blanket Purchase Order or the Notice to Proceed. NYCHA may extend it for up to two one-year periods.

Key dates and the bid deadline

Questions are due November 4, 2026, at 2:00 p.m. ET. NYCHA plans to release answers November 10, 2026, at 2:00 p.m. ET. Send questions to the NYCHA Cyclical Procurement mailbox and include the RFQ number in the subject line.

Submit the bid by November 25, 2026, at 2:00 p.m. ET. If NYCHA receives no responses by the original deadline, the deadline automatically extends by seven calendar days; NYCHA may also extend it for other reasons.

Who this opportunity suits

This opportunity is for contractors able to install vinyl composition tile in apartments and meet NYCHA’s eligibility requirements. A bidder must be on NYCHA’s active approved Tile Pre-Qualification List to be considered for award.

The bidder and each subcontractor identified in the bid must be registered with the New York State Department of Labor under Labor Law Article 8, Section 220-i before submitting. NYCHA intends to award only one contract in the bid series to the lowest responsive, responsible contractor under its award-limiting rules.

How to access and submit a bid

Submit your bid as the notice directs before the deadline. Submit Section 3 REO and OEO Plans through eComply by the bid deadline, not through iSupplier. The notice lists eComply support and NYCHA vendor-support contacts for questions about those submissions.
