How to bid on Manhattan V/C floor tile contracts for NYC Housing Authority

NYC Housing Authority New York, NYCloses November 25, 2026

What NYCHA is buying

NYCHA is seeking contractors to install vinyl composition floor tile in apartments at Grant, King Towers, St. Nicholas, Drew Hamilton, Dyckman, Polo Grounds, and Rangel Houses in Manhattan. The agency plans to solicit and award seven development-specific requirement contracts.

Each contract runs for three years, with NYCHA holding the option to extend it for up to two additional one-year periods. NYCHA generally intends to award no more than one contract per contractor at first, with the possibility of additional awards under the stated award-limiting process.

Deadline and bid timing

Bids are due November 25, 2026, at 2:00 PM ET. Submit your response by that deadline and allow time to complete any required portal steps.

NYCHA says no pre-bid conference will be held for this solicitation series. The Section 3 REO and OEO plans must be submitted through eComply by the bid submission deadline.

Who this opportunity suits

This opportunity is for construction contractors with experience installing V/C floor tile in apartments. To be eligible for an award, a bidder must be an approved supplier on NYCHA’s active Tile Pre-Qualification List.

Before submitting a bid, the bidder and each subcontractor named in the bid must be registered with the New York State Department of Labor under Article 8, Section 220-i of New York State Labor Law.

How to access and submit a response

Use the solicitation’s “View original source” option to open New York City’s Current Solicitations open-data list. Search by the solicitation PIN or title. The city posts bids to City Record and PASSPort.

To view documents, search the PIN on City Record Online or register for a free vendor account in PASSPort. Follow the solicitation’s submission instructions and submit before the deadline. Submit the Section 3 REO and OEO plans separately through eComply; do not include them in the iSupplier bid submission.

Prepare a complete, competitive bid

Confirm that your firm appears on NYCHA’s active Tile Pre-Qualification List and that your firm and any subcontractors identified in the bid have the required state labor registration. Check the solicitation documents for the forms and evidence NYCHA requires.

Review the prevailing-wage schedule posted in iSupplier and monitor it for updates, as bidders are responsible for staying informed. Complete the Section 3 plans in eComply early, verify each submission went through, and leave time to check that your bid is complete before the deadline.

Questions about the solicitation series can be sent to NYCHA’s cyclical procurement mailbox. For eComply login help, contact its technical support; for eComply questions or Section 3 submission assistance, use the contacts provided in the solicitation.
