Bid guide
How to bid on NASA’s NANO 4 liquid nitrogen and oxygen supply
What NASA is buying
NASA is inviting current NANO 4 contractors and new entrants to opt in to supply liquid nitrogen and liquid oxygen at proposed NASA locations across the United States. The commodities support aerospace flight, simulation, research, development, testing, and other operations.
Proposals are evaluated for technical acceptability at each proposed location. Contractors accepted for a location can compete for requirements there. The NANO 4 ordering period runs through June 30, 2029.
Key dates and the deadline
Questions and notices of intent to propose are due October 21, 2026. Proposals are due by 4:30 p.m. Eastern on November 6, 2026.
NASA says late submissions will be handled under FAR 52.212-1, paragraph (f). Do not rely on a late submission being accepted.
Who this opportunity suits
This opportunity suits firms that can supply liquid nitrogen or liquid oxygen to NASA centers and facilities and can demonstrate technical acceptability for the specific locations they propose. Relevant vendors include industrial gas suppliers with the capability to meet the location’s weekly maximums.
A current NANO 4 contractor may propose additional locations. A new entrant is a contractor without a current NASA liquid nitrogen or liquid oxygen contract.
How to respond
Submit a 2027 Attachment 2.1 Capability Form for each proposed IDIQ subCLIN location. NASA will assess the form against the weekly maximums in Section 2.1.1 of the RFP. New entrants must also comply with Section 2.5 and the resulting contract’s terms and conditions.
Send questions and your notice of intent to propose, including the NASA center or centers you plan to propose, by email to Rose Dougherty at [email protected] by October 21, 2026. Send the offer to the same address by 4:30 p.m. Eastern on November 6, 2026. Questions must be in writing; NASA will not answer oral questions.

Prepare a clear, location-specific response
Choose proposed locations carefully and prepare a separate Capability Form for each one. Check the relevant weekly maximums in the RFP and make sure your response clearly shows how your firm meets the technical requirements for each location.
Review the full RFP and its amendments, confirm that your submission includes every required form and detail, and leave time to send it before the deadline. Submit questions in writing by October 21 if any solicitation details need clarification.
