How to bid on NASA Langley site development partnerships

National Aeronautics and Space Administration Hampton, VACloses June 30, 2027

What NASA is seeking

NASA Langley is requesting ideas from industry, academia, and other non-federal organizations interested in leasing and developing its Aerospace Innovation District Hub, in whole or in part. The opportunity includes about 325 acres across seven developable parcels and another 150 acres across two parcels with environmental and archaeological considerations that limit development.

Possible uses include aerospace research, testing and collaboration, payload processing, autonomous systems, renewable energy, public access, and temporary housing for visitors, foreign nationals, and students. This RFI is a chance to share ideas for the site’s future use; it is not described as a request for a finished development proposal.

Key dates and deadlines

Initial expressions of interest are due July 31, 2026. Industry Day is scheduled for September 22, 2026. The RFI closes June 30, 2027, at 5:00 PM ET.

Plan around both the initial expression-of-interest date and the final RFI deadline. The RFI closing time is the cutoff for responses, so allow time to complete the submission process before then.

Who this opportunity may suit

This opportunity may suit organizations with experience or ideas related to site development, aerospace facilities, research and testing infrastructure, or long-term operation of collaborative innovation spaces. NASA is also seeking interest from academia and other non-federal government entities.

The described uses also make the RFI relevant to organizations working in areas such as renewable energy, public access, visitor housing, or facilities that support aerospace and interagency collaboration.

A free account may be needed to view documents, though some opportunities do not require one. The updates also note that Industry Day presentations were uploaded on October 7, 2026.

Prepare a clear, practical response

Explain which parcels or parts of the site your idea addresses, what use you propose, and how the organization would support long-term operations of the AID Hub. Keep the proposal grounded in the RFI’s stated interests and the limits noted for parcels with environmental and archaeological considerations.

Make the connection to NASA Langley’s described needs easy to assess. Identify relevant experience, collaborators, and the facilities or infrastructure your concept would involve, and distinguish established capabilities from ideas that would need further study.

Check the current RFI materials and updates before submitting, including the Industry Day presentations. Leave time to confirm the submission instructions and send your response before the applicable deadline.
