How to Prepare for NSWCPD Environmental Qualification Test Services
What the Navy is planning
The Naval Surface Warfare Center Philadelphia Division is holding a pre-solicitation conference about future environmental qualification testing for Navy ship and submarine hull, mechanical, and electrical equipment. The anticipated fiscal year 2027–2032 need includes test procedure development, test execution, custom test fixtures, and reporting for shock, vibration, and electromagnetic interference and compatibility testing.
This is an industry information event, not a contract solicitation. Attending is voluntary and is not a prerequisite for competing for a future contract.
Registration deadline and conference date
Register by October 29, 2026, at 3:00 p.m. ET, or earlier if the event reaches capacity. The conference is scheduled for November 12, 2026, from 12:30 to 4:00 p.m. ET, in person at the Philadelphia Navy Yard or virtually. Registered attendees will receive the virtual meeting link by November 9.
Registration is first come, first served. The deadline is for conference registration, not for submitting a bid. The notice does not provide a proposal deadline.
Who may find this useful
The event may suit firms that provide shock, vibration, or EMI/EMC testing, develop test procedures, build specialized test fixtures, or prepare test reports. It may also be useful to firms with laboratory capabilities that can support Navy HME equipment qualification testing.
No more than three representatives per contractor may attend in person. Foreign nationals cannot register.
How to register and take part
Open the opportunity through the portal’s “View original source” option. If the first click opens the portal homepage, click the option again to reach the opportunity. A free account may be needed to view documents, though some opportunities do not require one.
Register in advance using the event registration process and complete all required fields. Unregistered attendees will not be admitted. Attendees must bring valid photo identification; listed acceptable forms include Real ID, passport, TWIC, and CAC. Existing unescorted access to Building 77L does not replace registration.
You may submit advance questions to the two Navy contacts named in the notice. Use the specified subject line and do not include procurement-sensitive, controlled unclassified, or classified information. The government does not plan one-on-one vendor meetings.
Prepare to get useful information
Before the conference, identify your firm’s relevant testing, laboratory, fixture-design, and reporting capabilities. Prepare concise questions about the anticipated work and potential acquisition approach, while avoiding sensitive information.
Review the event instructions before attending. Recording and broadcasting are prohibited; cell phones are allowed, but laptops and tablets are not allowed in the building. The government will not reimburse attendance expenses, and the notice does not commit the Navy to fund a specific opportunity.
