How to respond to the Army’s Polyurethane Coating RFI
What the Army is seeking
The Department of the Army is seeking information from potential suppliers of three polyurethane coating products for delivery to Tobyhanna, Pennsylvania: green CARC topcoat, high-gloss orange topcoat, and tan polyurethane coating. They are specified in 1-gallon cans or kits and must meet the listed military specifications and shelf-life requirements.
This is a request for information, not a request for proposals. A response is voluntary, is not an offer, and does not commit the Army to make an award.
Deadline and what it means
The notice was published October 23, 2026. Responses are due November 15, 2026, at 5:00 PM ET.
The deadline is for submitting information in response to the RFI; it is not a bid opening or contract award date. The notice says no funds are available to pay for preparing responses.
Who this opportunity may suit
This RFI may suit coating manufacturers, distributors, or other suppliers that can provide the specified products and support their claims with relevant documentation. Suppliers should assess their ability to meet the individual specifications, colors, packaging, application conditions, and minimum shelf life.
The notice also asks respondents to identify business size and socio-economic classifications, if applicable, and whether they accept Government Purchase Card payments and invoice through Wide Area Workflow.

How to prepare a useful response
Address each coating separately and show how the product matches the stated military specification, color, package size, and shelf-life requirement. The notice calls for at least 16 months of shelf life for the green and tan coatings and at least 14 months for the orange coating upon delivery.
For the green and tan products, explain how the coating is supplied ready for use and how it performs under the stated application conditions. For the orange product, address the quick-dry, hot and humid application, and extended pot-life characteristics described in the notice.
Include the requested organization and contact details, CAGE code and UEI if registered in SAM.gov, business status, payment and invoicing answers, and a tailored capability statement with supporting documentation. The notice also asks suppliers to describe the management structure for any significant subcontracting or teaming. For HAZMAT shipments, it calls for the longest possible shelf life and the most current SDS.
