How to respond to NIH’s Parking Services Sources-Sought Notice
What NIH is seeking
The National Institutes of Health is researching the market for parking services at its Bethesda campus and designated leased off-campus lots. The work described includes valet parking, stack-parking, helping people self-park, and daily vehicle counts.
This is a small-business sources-sought notice, not a request for bids or proposals. NIH will use responses to assess capable small businesses and help decide how a future acquisition may be structured; no award will result from this notice.
Deadline and what it means
Email your response by November 6, 2026, at 12:00 p.m. Eastern Time. The notice says responses must be submitted by email and that fax responses are not accepted.
The anticipated contract period is a 12-month base starting March 1, 2027, with up to four 12-month option periods. This is planning information in the notice, not a commitment to issue a solicitation or award a contract.
Who this opportunity suits
This notice is for qualified small businesses technically capable of providing the parking services described. NIH specifically wants information about small-business status, including whether a firm is HUBZone, service-disabled veteran-owned, 8(a), veteran-owned, woman-owned, or small disadvantaged.
The notice asks respondents to state their size classification under the applicable NAICS code. It says organizations that are not small under that code should not respond.

Send the response by email to Nicholas Niefeld, Contracting Officer, at [email protected]. Use “PARKING SERVICES IN SUPPORT OF THE NATIONAL INSTITUTES OF HEALTH (NIH)” as the email subject. The notice also names Nick Niefeld and gives [email protected] as the response address.
Prepare a clear, useful response
Use an outline that addresses each project requirement and the requested capability information. Explain how your firm can provide the listed parking services, and include a capability statement, product literature, or white paper that supports your claims. The notice also asks respondents to address the questions in Attachment 1.
State your business size and type, NAICS size classification, and whether you are the manufacturer or an authorized distributor of the item you propose. Include your DUNS number, organization name and address, and technical and administrative points of contact with the requested contact details.
Check that the response is complete, easy to follow, and sent before the deadline. NIH says the information may be used to assess qualifications and shape the acquisition approach, so make each capability claim specific and supported.
