How to respond to the Navy’s NAVSUP HQ & BSC Shredding Services RFI

DEPT of the Navy Mechanicsburg, PACloses November 4, 2026

What the Navy is researching

The Department of the Navy is gathering information about contractors able to securely collect, transport, destroy, and dispose of designated documents and media for NAVSUP Headquarters and Business Systems Center at Naval Support Activity Mechanicsburg, Pennsylvania. Contractors would provide the personnel, equipment, transportation, containers, and other resources needed to perform the work.

This is an RFI for market research, not a request for bids or proposals. The Navy has not committed to issuing a future solicitation, and it will not accept unsolicited proposals through this request.

Deadline and what happens next

Email your response by 1:00 p.m. ET on Wednesday, November 4, 2026. The response is for planning purposes; it is not a bid that will be evaluated for award. The Navy may or may not meet with potential offerors to clarify their capabilities, especially regarding certification risks.

Who this opportunity suits

This RFI is relevant to firms with capabilities in secure document and media destruction, including collection, transportation, destruction, and disposal. The anticipated NAICS code is 561990.

The Navy asks respondents to explain whether they are small under that NAICS code, their business size and socioeconomic status, and their ability to perform more than 50% of the effort. Firms may also describe relevant DoD or Department of the Navy work and experience managing similar tasks or subcontractor teams.

How to send a response

Email a searchable PDF capability statement to [email protected] by the deadline. Keep it to four pages maximum, including the cover sheet and past performance information. Use 8.5-by-11-inch pages and a font of at least 12 points.

Put the requested information in the order given in the RFI. The cover sheet should include company name and address, Unique Entity ID, DUNS number, CAGE Code, a contact with phone number and email, and business size and socioeconomic status. Include the capability narrative, requested information about requirements and subcontracting, any applicable contract vehicles, and one past performance response using the requested form. Past performance must be from the past five years and include the details specified in the RFI.

Prepare a focused capability statement

Use the draft Statement of Work to organize your response requirement by requirement. Explain how your firm can meet or exceed each item, identify any requirements it cannot meet, and give clear feedback or questions about points that seem vague. If you have no SOW feedback, state N/A as requested.

Choose a relevant past performance example and make its connection to the SOW clear. Check that the example falls within the five-year period and includes the contract or task order number and vehicle, your role as prime or subcontractor, final price, performance dates, locations, and a description of the work.

Before sending, confirm the four-page limit, searchable PDF format, page size, font size, required information order, and deadline. The RFI states that response costs are the interested party’s responsibility.
