How to respond to the NATO Integrated Cyber Defense Center RFI

NATO Communications and Information AgencyCloses November 9, 2026

What NCIA is seeking

The NATO Communications and Information Agency (NCIA) wants industry feedback on potential solutions for four work packages supporting the technology pillar of its NATO Integrated Cyber Defense Centre (NICC). Respondents may address one or several work packages.

This is a Request for Information, not a request for bids. NCIA is gathering market input to inform its planning and potential acquisition strategy. It invites comments on the draft high-level problem statement, including ideas to improve outcomes, competition, and efficiency and to identify risks or concerns.

Deadline and workshop

Submit written responses by 12:00 CET on November 9, 2026. The listing gives the deadline as November 9, 2026, at 6:00 AM ET. The RFI reference is RFI-42630696-NICC; use it in correspondence.

NCIA will also hold a dedicated business workshop, “Uplifts for Cyber Capabilities,” at NATO Edge in Izmir, Türkiye, on November 17–19, 2026. Attending is optional and is not required to respond to the RFI.

Who this opportunity suits

This RFI may suit technology firms with capabilities relevant to one or more of the four NICC work packages, especially those able to offer informed feedback on the draft problem statement and potential solutions.

It is an opportunity to share market knowledge during planning, not to submit a bid for a contract.

How to access and respond

Open the opportunity through the portal’s “View original source” option. If the first click takes you to the portal homepage, click the option again to go to the opportunity. A free account may be needed to view documents.

Use the attached RFI for the submission instructions and additional details. Send your response to the email address identified in section F of the RFI by the stated deadline. Do not send it to the Department of Commerce. Written feedback and workshop participation are both options.

Prepare useful RFI feedback

Choose the work package or packages you can address, then organize your comments around the draft problem statement in Annexes A and B. Explain what your solution or market experience could contribute and identify practical risks or concerns.

Make recommendations specific and clear, including how they could affect performance outcomes, competition, or efficiency. Follow the RFI’s instructions closely, check that your response is complete, and allow time to submit before the deadline.
