How to bid on Osceola’s Hwy 61/140 Water Main Relocation
What Osceola is buying
The City of Osceola is seeking unit-price bids to relocate about 400 feet of 8-inch water main, fire hydrants, and water meters outside the ARDOT right-of-way for the Hwy 61/140 intersection improvements. The project is ARDOT Job No. 101141.
Iron and steel products used on the project are subject to Build America, Buy America requirements. This opportunity may suit a water-main or utility construction contractor able to price and deliver the described relocation work.
Deadline and bid opening
Sealed bids are due October 29, 2026, at 10:30 a.m. local time at City Hall, 303 W Hale Avenue, Osceola, Arkansas. The notice says bids received after that time will not be accepted.
Bids will be opened and publicly read aloud immediately after the deadline. Interested parties may attend. The listing gives 11:30 a.m. ET, while the notice specifies 10:30 a.m. local time; use the notice’s stated submission time and location.
Who should consider bidding
This is a general construction contract for water-main relocation and related fire hydrant and water meter work. Small, minority, and women-owned businesses are encouraged to submit bids. General contractors subcontracting portions of the work are also encouraged to consider those businesses.
How to get documents and submit
The notice says digital bid documents are available through McClelland Consulting Engineers’ online plan room for a $22 fee. Select the project under “Current Bids” and enter Quest Project Number 10404637 on the “Browse Projects” page. QuestCDN offers assistance and free membership registration.
Prime bidders must download the documents from the MCE online plan room to be included on the Plan Holders List. Addenda will be issued through that list, and bidders must enter the addenda numbers in the Proposal. Submit a sealed bid on the prescribed form to City Hall by the stated deadline, accompanied by a certified check or bid bond on the prescribed form, payable to the City of Osceola, for at least 5 percent of the amount bid.
Prepare a complete, well-priced bid
Review the bid documents and addenda before setting unit prices. Check that every required proposal field is complete and that the addenda numbers are included. Price the work carefully; the notice says a bid may be rejected for material omissions, irregularities, or obviously unbalanced unit prices.
Confirm that your proposed iron and steel products meet the project’s Build America, Buy America requirements. Also plan for applicable labor, wage, non-discrimination, and other federal requirements identified in the notice. Registration and good standing in the System for Award Management are required before contract execution.
