How to respond to the Navy’s FY 27 Flight Test Fixed Support notice

DEPT of the Navy Tucson, AZCloses November 2, 2026

What NAVAIR plans to buy

The Naval Air Systems Command plans to issue a sole-source contract modification to Raytheon Technologies for engineering support and management of Tomahawk missiles prepared for flight testing, including support during test execution. Delivery is expected about one year after award.

This is a notice of intent, not a request for competitive proposals. NAVAIR says Raytheon is the only known source able to perform the work without duplication of costs because it holds the current technical, configuration, and manufacturing data.

Deadline and what it means

The notice was published October 15, 2026. Capability statements are due November 2, 2026, at 5:00 PM ET.

The agency says it will consider capability statements from responsible sources. The notice does not say that the deadline will lead to a competitive proposal process or change the planned sole-source approach.

Who this opportunity may suit

This notice may interest US firms with relevant missile engineering, configuration, manufacturing-data, flight-test preparation, or test-execution support capabilities. The notice identifies security as the category and says the missile data is export controlled and unavailable to foreign sources or representatives.

Raytheon also identifies Melissa Arvayo as its point of contact for subcontracting opportunities.
