What the Navy is buying
NAVFAC EXWC is seeking equipment maintenance and repair services on Guam, including corrosion prevention and repair. The work covers support vehicles, civil engineering equipment, material- and weight-handling equipment, and containerized base camp facility items at Naval Base Guam and other locations on the island.
This is a firm-fixed-price, single-award IDIQ. The base ordering period is 60 months, with a six-month option to extend services. The maximum value of all task orders is $17 million.
Key dates and the proposal deadline
Questions were due by 12:00 p.m. Pacific Time on October 9, 2026. Proposals are due October 30, 2026, at 5:00 p.m. Pacific Time, which is 8:00 p.m. Eastern Time.
The solicitation says proposals must be received by the closing time. Plan to submit early and allow time to confirm receipt. The estimated award date is February 2027.
Who this opportunity suits
This opportunity is limited to small-business concerns. It may suit firms with experience maintaining and repairing vehicles, construction or material-handling equipment, and related equipment, including corrosion prevention and control.
The work is on Guam, including locations both on and off Naval Base Guam. Consider whether your firm can support the work across the island and perform under an IDIQ with individual firm-fixed-price task orders.
How to access the solicitation and respond

The solicitation and attachments are distributed through the PIEE Solicitation Module. Review the full solicitation and its amendments there; the Navy says offerors are responsible for checking the module periodically for updates. Use the updated PWS and Attachment J-7, the pre-proposal inquiry responses in Section J, Attachment 13, and the revised Safety evaluation criteria in Section M when preparing your proposal.
Submit questions and proposals according to the solicitation instructions. The notice says offerors must be registered in SAM to receive an award.
Prepare a complete, competitive proposal
Read the amended solicitation and all attachments together. Check that your response addresses the revised PWS, Attachment J-7, order limitations, and Safety evaluation criteria rather than relying on an earlier version.
Build your technical response around the listed equipment and services. Explain how your firm would organize maintenance, corrective repairs, washing, spot painting, and corrosion work across the Guam locations, using relevant experience and a clear staffing and work approach.
Check every submission instruction, required form, and evaluation factor before sending. Leave time to review the final files and confirm that the proposal is delivered before the stated deadline.
