How to bid on B170 window recaulk services for the Department of Veterans Affairs

Veterans Affairs, Department ofCloses October 29, 2026

What the VA is buying

The Department of Veterans Affairs is seeking a contractor to recaulk and reseal the full curtainwall interfaces in Courtyards 1B and 1C at the CAVHS B170 building in Arkansas. The work is along the complete curtainwall interface, not just known leak locations.

The work includes moving about 70 pavers and replacing only cover caps that are missing or cannot be reattached. A 10-year manufacturer sealant warranty is required, and the period of performance is 30 days after notice to proceed.

Key dates and deadline

The RFP was published October 21, 2026. Offers are due October 29, 2026, at 11:00 AM ET. Award is anticipated around November 1, 2026, subject to change.

The site visit was held October 14, 2026, and no additional visits will be conducted. The 30-day performance period begins after notice to proceed; a pre-installation meeting is required before it is issued.

Who this opportunity suits

This is a total SDVOSB set-aside for firms able to perform construction work involving curtainwall interfaces, sealants, and compatible termination materials. Offerors must be SBA-certified in the SBA database both when they submit an offer and at award.

The solicitation applies construction limitations on subcontracting: for special trade construction, no more than 75% of the amount, excluding materials, may be subcontracted to firms that are not similarly situated. An LOS certification is required.

How to submit an offer

Submit one consolidated PDF by email to [email protected]. The file must be no larger than 10 MB and use Arial 11-point font. There is no page limit.

Include a signed SF 1449; SF 1442 is not required. Follow the solicitation instructions for the contents of the offer. The amendment identifies four evaluation factors: approach and quality management, professional qualifications and specialized experience, past performance, and price. The first three factors are equal in importance and collectively approximately equal to price.

Prepare a complete, site-specific response

Use the site-visit information to verify quantities and plan the work. The Government will not provide quantities or record drawings, and offeror measurements are binding for proposal purposes. Account for moving and storing about 70 pavers in the courtyard, stacked no more than six high.

Address the full curtainwall/TPO/wall interface in Courtyards 1B and 1C, compatible sealant and termination materials, and the required 10-year manufacturer warranty. Sealant and termination-material submittals showing compatibility are required. The solicitation says to use the more stringent requirement where the cited specifications conflict.

Build a realistic approach around the stated site constraints: the curtainwall is approximately 50 feet high, the elevator weight limit is 4,000 pounds, courtyard door widths are listed as 36–58 inches, and quiet hours are 2–3 PM and 10 PM–5 AM. Coordinate courtyard occupation with nursing staff. No bonds are required under the solicitation.
