Bid guide
How to bid on Mound Bayou sewer expansion for the City of Mound Bayou
What the City is buying
The City of Mound Bayou is seeking a contractor for its sanitary sewer expansion in Mound Bayou, Mississippi. The work includes gravity and pressure sewer lines, manholes, service connections and a 100 GPM lift station, along with site and road restoration.
This is an invitation for bids for a single construction contract awarded as an entire job; individual items will not be let separately. Minority- and women-owned businesses are encouraged to bid as prime contractors and to inquire about subcontracting, equipment, material and supply opportunities.
Key date and bid opening
The invitation says bids are due Tuesday, December 1, 2026, at 10:00 a.m. at Mound Bayou City Hall, 106 South Green Avenue, Mound Bayou, Mississippi 38762. Bids will then be publicly opened and read aloud. Electronic bids are accepted through the online bid submission system named in the invitation.
The listing gives a deadline of 11:00 a.m. ET, while the invitation states 10:00 a.m. for the bid opening. Confirm the controlling time in the official bid documents and submit before the stated deadline.
Who this project may suit
This opportunity may suit civil construction contractors experienced with sanitary sewer installation, lift stations, utility connections and restoration work. Firms should be prepared to bid the complete project rather than selected line items.
The invitation also encourages minority- and women-owned businesses to participate as prime contractors or explore subcontracting and supply opportunities.
How to get the bid documents and respond
Register for an account in the Cook Coggin Engineers planroom to view or order the contract documents. The account requires a valid email address; registering also puts the bidder on the planholders list. Printed documents can be ordered through Plan House Printing and Graphics. Questions about online registration and orders can be directed to Plan House Printing at (662) 407-0193.
Bids will be accepted only under the name of the bidder to whom Plan House Printing issued the contract documents and whose name appears on its official planholders list. Submit to the City as directed in the invitation, either sealed at City Hall or electronically through the planroom. Bid security is required under the conditions in the Information for Bidders. For an electronic bid, the bond must be in electronic format from the surety, or the original hard-copy bond must reach City Hall before bid opening for the bid to be valid.
Prepare a complete, competitive construction bid
Read the full contract documents and Information for Bidders, including the required bid-security terms, and review all addenda before pricing. Inspect the site: the invitation makes each bidder responsible for doing so and for understanding the contract documents.
Check that your estimate covers the full project, including sewer and lift-station work, traffic control, erosion control, abandonment of existing on-site treatment systems, and restoration. Coordinate subcontractor and supplier pricing, verify quantities and assumptions, and allow time to deliver the bid and any required hard-copy bond before the deadline. Conditional or qualified bids will not be accepted.
