Comprehensive General Plan Update

The City of Laguna Beach (“City”) is seeking proposals from qualified proposers (hereinafter “Consultant” or “Consultants”) interested in providing consulting services for a Comprehensive General Plan Update and associated Environmental Impact Report (“EIR”). The objective of this Request for Proposal (“RFP”) solicitation is to identify the highest-qualified Consultant whose proposal best complies with the requirements of this RFP and any attachments, including the Scope of Services specified in Attachment A (“Scope of Services” or “Services”), and provides the most comprehensive solution for the City’s needs.
