Under the progressive design-build (“PDB”) approach, the District will engage a single Progressive Design-Build entity (“PDBE”) to provide design, preconstruction, and construction services in two distinct phases. The process emphasizes early collaboration, open-book cost transparency, and shared risk during design development, followed by a negotiated Guaranteed Maximum Price (GMP) or other agreed-upon commercial terms prior to construction.
