Turn-key Detention Facilities

The Department of Homeland Security’s Immigration and Customs Enforcement is seeking proposals for turnkey detention facilities in the Denver, Miami, Philadelphia, and Seattle areas. Contractors would provide facilities plus detention operations, security, transportation, food, maintenance, and related support; health care is also required at non-IHSC facilities. The government may award one contract per facility, with an anticipated 120-month ordering period. The proposal deadline was extended to September 14, 2026, at 5:00 p.m. ET.
