New York City Department of Veterans Services (DVS) is seeking a non-competitive Negotiated Acquisition pursuant to PPB Rule Section 3-04(b)(2)(ii) since there is a limited pool of vendors capable of providing specialized discharge upgrade legal assistance focused on the Veteran community in New York City, for its Discharge Upgrade Assistance Legal Services (DUALS) program.
