This solicitation is to establish a contract for the purchase and delivery of AASHTO Highway Safety Manual (HSM), First Edition, with 2014 Supplement, Single User PDF Licenses. The contract shall provide licensed electronic access to the publication for TxDOT personnel in accordance with the publisher's licensing terms.
