The United States of America acting by and through the Department of the Navy (Government) is issuing this Request for Qualifications/Request for Proposals (RFQ/RFP) to enter into a long-term lease agreement (Lease) under the authority of Title 10 United States Code (U.S.C.) § 2667 for private development of approximately 28 acres at Naval Weapons Station Seal Beach (NWSSB), in Seal Beach, California.
