The purpose and intent of this Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations to provide Hanover County Government, Hanover County Public Schools, Pamunkey Regional Jail Authority and Pamunkey Regional Library (hereinafter referred to as County) benefits consulting services.
