Introduction: It is the intent of the Government to award a sole source purchase order for analytical laboratory services from Alpha Analytical as cited in the attached Sole Source Justification. Under an Interagency Agreement, the U.S. Departme nt of Transportation John A. Volpe National Transportation Systems Center (Volpe Center) is providing support to the U.S. Environmental Protection Agency (EPA) Targeted Brownfields Assessments (TBA) Program. As part of this effort, a Phase II Environmental Site Assessment (ESA) that includes a requirement for laboratory analysis will be conducted at the Fort DuPont Parade Ground (the Site) located at 260 Old Elm Ave, Delaware City, Delaware.…
