The near-term goal is to test MEO UHF communications, interoperability with the existing GEO constellation, and a possible path to supplement or replace GEO UHF service. Solutions using existing spacecraft, payload, and communications capabilities are preferred, with service as soon as possible; an initial capability by 2030 may be useful. An amendment dated July 23, 2026, corrected frequency bands and replaced the attachment; due dates remain unchanged.
