After the deadline, DeCA will evaluate the submitted Solution Briefs based on technical merit, schedule and cost feasibility, and company viability. The government may invite selected companies to Phase 2 Pitch Sessions, directly request a Phase 3 Proposal, or determine that no further consideration is warranted.

How to respond

To respond, you must submit your Phase 1 Solution Brief via email only to [email protected] by the deadline. The email subject line must be "Solution Brief Submission – DECA_26 – Syndicated Data Core Services – [Company Name]".

Your submission can be either a written document of not more than 10 pages (12-pt Times New Roman) or a briefing format of not more than 20 slides. Content exceeding these limits will not be evaluated. You must include a title page, executive summary, high-level technical solution, itemized Rough Order of Magnitude (ROM) cost per AOI, schedule to Full Operational Capability, company viability, intellectual property disclosures, business status certification, and an Organizational Conflict of Interest (OCI) analysis and mitigation plan if applicable.

Practical tips for a competitive response

Carefully review all thirteen Areas of Interest (AOIs) and propose solutions only for those where you can offer a complete, end-to-end service. Do not submit partial solutions for any single AOI. Clearly articulate your technical solution and concept.

Provide a realistic and itemized Rough Order of Magnitude (ROM) cost for each AOI you address. Ensure your proposed schedule to Full Operational Capability (FOC) is achievable and well-defined. Highlight your company's viability and relevant experience.

If you are proposing solutions for both OCONUS savings methodology (AOI 4 & 5) and OCONUS data collection (AOI 11 & 13), you must use independent, non-affiliated entities to avoid an impaired-objectivity Organizational Conflict of Interest (OCI) and submit a mandatory mitigation plan. Remember that SAM registration (UEI) is required prior to any award.
