What the agency is buying
The U.S. Merchant Marine Academy (USMMA) is seeking a contractor to provide off-site laundry services. During July, a special schedule requires two daily visits and a 24-hour turnaround.
The contractor will also be responsible for transporting laundry bags to an on-campus storage facility and monitoring student retrieval of completed laundry to prevent misappropriation. The government will provide the storage facility and metal shelves.

Tips for preparing a competitive response
Ensure your company has an active registration with the federal SAM system (SAM.gov) before submitting your quote, as this is required to receive an award. Review the attached Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) carefully to understand all requirements.
The award will be based on the Lowest Price Technically Acceptable (LPTA) offer. This means your quote must first be determined technically acceptable based on your capability and past performance, and then the lowest priced acceptable offer will be selected. Clearly demonstrate your technical capability and provide relevant past performance examples.
Pay close attention to the Service Contracts Act and the applicable Department of Labor Wage Determination (DOL WD# SCA 2015-4157 REV 31) when preparing your pricing.
