How to bid on fiber optic BPAs for the Navy
What the Navy is buying
The Naval Air Warfare Center Aircraft Division (NAWCAD) Webster Outlying Field (WOLF) is establishing Blanket Purchase Agreements (BPAs) with small businesses for fiber optic cables and related items. These BPAs will allow the Navy to buy supplies on an as-needed basis to support various programs including Information Systems, Unmanned Systems, Cyber Security/Warfare, Combat Systems, and Command, Control, Communications, Computers, and Intelligence (C4I).
This is an opportunity for small businesses to become approved vendors for these supplies, with individual orders issued on a firm fixed-price basis. Deliveries will typically be to St. Inigoes, MD.
Key dates and deadlines
Responses to this solicitation are due by August 13, 2026, at 4:00 PM ET. Submissions will be reviewed on a rolling basis, and vendors can be added throughout the lifetime of the BPA commodity program. If you are issued a BPA, you do not need to resubmit for future postings.
Individual requirements will not be posted outside of the BPA commodity. The government intends to re-synopsize periodically to solicit additional submissions and add new vendors.
Who this opportunity suits
This opportunity is set aside for small businesses. It is suitable for firms that can supply fiber optic cables and related items, whether as a manufacturer or a supplier/distributor. The nonmanufacturer rule applies, meaning nonmanufacturers (including suppliers) must not exceed 500 employees to be considered a small business.
Companies with an approved DD Form 2345 for export-controlled drawings are highly recommended to apply, as many requirements utilize such drawings. While a BPA can be issued without this form, eligibility to receive certain drawings may be affected.
How to respond
To respond, you must submit your company's CAGE code and Unique Entity Identifier (UEI) for System for Award Management (SAM) verification. You also need to provide a capabilities statement that details your primary business practice/trade and whether you are a manufacturer or a supplier/distributor.
Additionally, indicate which commodities you are requesting inclusion in. It is highly recommended to include a copy of your current, approved DD Form 2345. All documentation should be emailed to [email protected] by the deadline. Include N0042126Q1174 in the subject line.
Tips for a competitive response
Ensure your capabilities statement clearly outlines your experience and capacity to supply fiber optic cables and related items. Be specific about your role as either a manufacturer or a supplier/distributor. Highlight any relevant certifications or past performance that demonstrates your ability to meet government needs.
Verify that your CAGE code and UEI are active and correctly registered in SAM. If you do not have an approved DD Form 2345, consider applying for one, as it can broaden your access to certain solicitations. Pay close attention to the submission instructions, including the email address and subject line format, to ensure your response is received and processed correctly.
