Bid guide
How to bid on traffic signal heads and supplies for the City of Toledo
What Toledo is buying
The City of Toledo’s Transportation Department, Traffic Management, is seeking quotes for traffic signal heads and related supplies to upgrade traffic signals.
This is an equipment opportunity for vendors that can supply the requested signal heads and related items.
Deadline and what must be complete
Bids are due November 10, 2026, at 1:30 PM ET. Submit through PlanetBids before the deadline.
A submission is not complete until PlanetBids emails confirmation that the transmission succeeded. If you use a cashier’s or official check for the bid guaranty, the check must also reach the City’s Division of Purchases and Supplies by the deadline.
Who this opportunity suits
This IFB may suit equipment vendors that supply traffic signal heads and related supplies. Review the solicitation documents to confirm that your products match the City’s needs.
How to access and submit a bid
Open the solicitation on the City of Toledo’s PlanetBids portal. PlanetBids may ask you to complete a human-verification check. Register a free vendor account with the City to download documents, receive addenda and submit electronically.
The bid requires project paperwork, line items completed through e-bid, a bid guaranty and a signed contract. Enter prices to two decimal places and provide only one price per line item.
A bid guaranty may be a bid bond or a cashier’s or official check from a solvent bank. Upload a scanned bid bond with the bid; the original bond does not need to reach the City. For a check, upload a scan and deliver the check by the deadline to the City of Toledo, Division of Purchases and Supplies, One Government Center, Suite 2000, 640 Jackson Street, Toledo, OH 43604. Make it payable to City of Toledo; company and personal checks are not accepted. A bid without a guaranty is non-responsive.
Prepare a complete, competitive response
Read the solicitation documents and any addenda before pricing. Check the requested line items and make sure each price is entered once, in the required format.
Use a checklist for the required bid documents and confirm which City and annual paperwork your company has already submitted. The City says some paperwork is submitted once for the duration of its contracts, and some once for all bids submitted in 2026; update applicable documents if information changes.
Allow time to upload the bid, arrange delivery of a check if using one, and verify that PlanetBids sends its submission confirmation before the deadline.
