How to bid on NASA’s NANO 4 nitrogen and oxygen supply opportunity

National Aeronautics and Space Administration Orlando, FLCloses November 6, 2026

What NASA is buying

NASA is accepting opt-in proposals for liquid nitrogen and liquid oxygen supply at its centers and facilities across the United States. The commodities support aerospace flight, simulation, research, development, testing, and other operations.

The opportunity adds suppliers to the NANO 4 contract pool for specific locations. Those awarded a location can compete for requirements there. The contract ordering period runs through June 30, 2029.

Dates and the proposal deadline

Proposals are due November 6, 2026, at 4:30 p.m. Eastern. NASA says late submissions will be handled under FAR 52.212-1, paragraph (f).

The deadline to submit questions and to notify NASA of intent to propose was October 21, 2026. The notice says questions must be sent in writing and NASA does not guarantee a response to late questions.

Who this opportunity suits

This opportunity is for suppliers able to provide liquid nitrogen or liquid oxygen at the NASA location or locations they propose. It is open both to current NANO 4 contractors seeking additional locations and to new entrants that do not hold a current NASA liquid nitrogen or liquid oxygen contract.

NASA will assess technical acceptability for each proposed location, using the weekly maximums in the RFP’s Schedule of Supplies.

How to access and submit a response

To find the opportunity on the portal, click “View original source.” If the first click opens the portal homepage, click it again to go to the bid. A free account may be needed to view documents, though some bids do not require one.

Submit the Capability Form for each proposed IDIQ subCLIN location. Current NANO 4 contractors use the 2027 Attachment 2.1 Capability Form; new entrants submit an Attachment 2.1 Capability Form. Send offers to Rose Dougherty at [email protected] by the deadline.

Prepare a clear, location-specific proposal

Use the RFP’s Schedule of Supplies to check the weekly maximums for every location you propose, then make sure the Capability Form addresses the relevant technical requirements. Keep each proposed location clear and consistent across your response.

If you are a new entrant, review Section 2.5 and the contract terms and conditions referenced in the notice. Check the posted questions and answers and any amendments before submitting, and allow time to verify that your email and attachments are complete before the deadline.
