Bid guide
How to bid on RACM Debris Disposal for the City of Toledo
What the City is buying
The City of Toledo’s DPS Division of Urban Beautification is seeking site or sites to accept asbestos-containing and non-asbestos demolition debris. The contractor is responsible for the debris once it is disposed of at the vendor’s location and must provide dumping slips to the project manager.
The vendor must hold an EPA CDD License, obtain required permits and approvals, and comply with applicable regulations. This rebid may suit a firm with an appropriate disposal site and the licensing and permitting capability to handle this work.
Deadline and submission cutoff
The bid is due November 10, 2026, at 1:30 PM ET. The solicitation information does not state a separate bid deadline.
Submit through PlanetBids before the due date and time. A transmission is not complete until PlanetBids issues an email confirmation. If you use a cashier’s or official check for the bid guaranty, the check must also reach the City’s Division of Purchases and Supplies by the deadline.
Who this opportunity suits
This opportunity is for disposal-site operators able to accept the specified asbestos-containing and non-asbestos demolition debris and provide adequate site capacity. The required license category is an EPA CDD License.
The vendor must also be prepared to obtain applicable permits, licenses, or approvals and take responsibility for the debris after disposal at its location.
How to access and submit the bid
Open the City of Toledo listing for solicitation 10008972 on PlanetBids. The scope, dates, and document list are public; PlanetBids may ask you to complete a human-verification check. Register a free vendor account with the City to download documents, receive addenda, and submit electronically.
Submit the required project paperwork, line items through the e-bid, bid guaranty, signed contract, cover page and information, specification sheet for the location sites, and EPA CDD License. The project paperwork and signed contract are on the Documents tab. Enter bid prices to two decimal places and provide only one price per line item.
The bid guaranty may be a bid bond or a cashier’s or official check on a solvent bank. Upload a scanned copy with the bid. For a check, also deliver the original by the deadline; make it payable to City of Toledo. Company and personal checks are not accepted. A bid without a guaranty is non-responsive.
Prepare a complete, competitive response
Review the solicitation documents and any addenda before pricing. Describe the proposed disposal site or sites clearly and check that the location information and supporting documents are complete.
Confirm your license and permit information is current, and make sure your price covers the work you are offering. Verify every required upload and the bid-guaranty delivery method well before the cutoff.
Check whether the City already has your vendor and annual paperwork on file. The solicitation says some City and annual documents need to be submitted once for the applicable period, but you are responsible for updating them if information changes. After submitting, confirm that PlanetBids sends an email receipt.
