Bid guide
How to respond to the Army’s Fort Polk HPM structure RFI
What the Army is researching
The U.S. Army Corps of Engineers is conducting market research on contractors that can build a three-bay, cast-in-place reinforced-concrete High-Performance Magazine test structure at Fort Polk, Louisiana. The work includes reinforcing steel, 10,000 PSI self-consolidating concrete, engineered formwork, embedded items, sand fill, and related site work. The structure will be destroyed after testing and the site retrograded.
This is a Request for Information, not a bid opportunity or a request for quotes. The Army is seeking information about vendor capabilities and industry interest before deciding how to proceed. Responding does not create a contract, and the government will not pay costs to prepare a response.
Deadline and what it means
Responses are due November 4, 2026, at 3:00 p.m. Central time. The listing also gives 4:00 p.m. Eastern time for the deadline.
This deadline is for submitting market-research information, not a price bid. The RFI says responses will not be returned. Not responding does not prevent a company from participating in a future RFQ or RFP, if one is issued.
Who this opportunity may suit
This RFI is for U.S.-based contractors able to procure and ship materials and equipment to Fort Polk and carry out the complete on-site fabrication and assembly. Relevant experience includes cast-in-place reinforced-concrete construction, high-strength self-consolidating concrete, reinforcement installation, and engineered formwork.
The Army requests business status information based on NAICS 238120, including applicable socioeconomic categories. The draft Description of Requirement is subject to change.

A free account may be needed to view documents, though some opportunities do not require one. Review the attached draft Description of Requirement before preparing a response.
What to prepare for your response
The RFI asks for company contact and registration details, including company name, address, point of contact, telephone and email, CAGE Code, primary NAICS, business size and category, SAM registration status, and webpage address. It also requests a capabilities statement covering the required work and relevant experience.
Prepare two to four examples of similar projects completed within the last seven years. For each, include the project name and description, concrete strength and total cubic yards placed, approximate reinforcing-steel density, and your company’s role. The RFI also asks about experience with 10,000 PSI self-consolidating concrete, including mix design verification, formwork pressure management, and on-site quality-control testing.
Answer the RFI’s questions directly and use specific, supportable project details. Check that the information is consistent across your capabilities statement and project examples, and allow time to submit before the stated deadline.
