Bid guide
How to bid on C-40A avionics integration for the Department of the Navy
What the Navy is seeking
The Department of the Navy is conducting market research on businesses that can support integration and testing of Mode 5, TCAS, and surveillance cloaking capability on two USMC Boeing C-40A aircraft. Anticipated work includes systems engineering, avionics integration, installation support, ground and flight testing, troubleshooting, and technical documentation at Naval Air Station Patuxent River, Maryland.
This is a Sources Sought notice, not a request for proposals or quotes. The Navy is using responses to assess qualified sources, small-business capability, and acquisition options. It does not promise a future solicitation or contract award, and the Government will not reimburse response costs.
Deadline and what happens next
Submit your response by 12:00 p.m. ET on November 5, 2026. The notice requests an electronic PDF response by that deadline.
This notice is for market research. A response provides the Navy with information about your capabilities; it is not a bid for a contract.
Who this opportunity may suit
This opportunity may fit firms with systems-engineering, avionics, aircraft electrical, software, test, flight-test, configuration-management, or technical-data capabilities. Relevant experience could include Boeing 737-derived or military transport aircraft, or integration of Mode 5/IFF, transponder, TCAS, surveillance, cryptographic, or comparable mission-avionics systems.
The notice invites small businesses and other interested businesses. Respondents are asked to state their business size and socioeconomic status under NAICS 488190, and whether they would participate as a prime contractor, subcontractor, or teaming partner.

Email your PDF to Will Dagenhart at [email protected] by the deadline. Use this subject line: “Sources Sought Response – USMC C-40A Mode 5/TCAS/Surveillance Cloaking Integration Support – [Company Name]”. Clearly identify proprietary information. Do not send classified, export-controlled, or otherwise sensitive information unless specifically authorized and transmitted through an approved Government process.
Prepare a focused capability statement
Address the requested topics: company and contact information; business size and socioeconomic status; relevant experience from the past five years; technical capabilities and resources; anticipated support needs; teaming plans; and acquisition input. The notice asks for up to three relevant completed or ongoing efforts, with a short description, period of performance, customer type, and your role.
Connect each example to the anticipated work, such as aircraft interfaces, integration planning, installation support, ground or flight testing, anomaly resolution, or technical-data development. Be specific about your role and available personnel, facilities, tools, and test equipment. Identify meaningful risks or support needs without assuming the Navy will provide them.
Keep the statement concise and check that the PDF, email subject line, recipient, and delivery time meet the notice instructions. Avoid including sensitive material that is not authorized for email submission.
