What NEORide is seeking
NEORide is seeking proposals for microtransit, paratransit, and turnkey transportation services. The RFP and its attachments describe the scope and terms.
A successful proposer may enter a master service agreement with NEORide. NEORide and participating agencies may use the agreement, with purchases issued by participating agencies.
Deadline and what happens next
Proposals are due November 20, 2026, at 4:00 PM ET. Submit electronically through the portal by the deadline.
The solicitation does not provide a separate question deadline. NEORide reserves the right to accept all or part of a proposal, or reject any or all proposals. Any award is subject to concurrence by the Ohio Department of Transportation and the U.S. Department of Transportation.
Who this opportunity may suit
This RFP may suit transportation providers with experience in microtransit, paratransit, or turnkey transportation services. Review the RFP and attachments to determine whether your services match the stated scope and terms.
Disadvantaged business enterprises are afforded the opportunity to submit proposals without discrimination on the stated bases of race, color, sex, or national origin.
How to access and submit a response
Open the opportunity on OpenGov Procurement using “View original source.” Allow the brief security check to finish, then sign in or create a free vendor account.
The account provides access to the plans, Q&A tab, planholders list, and electronic proposal submission. Submit questions through the portal’s Q&A tab and check OpenGov for addenda notices.
Prepare a clear, complete proposal
Read the RFP and every attachment carefully, including the sample master service agreement and sample partnership agreement. Use the RFP’s stated scope and requirements to organize your response and explain how your services address them.
Check the portal for addenda before submitting, and leave time to complete the electronic submission before the deadline. If an agreement is used, participating agencies issue purchases; vendors are responsible for reporting all sales under the agreement to NEORide.
