How to bid on the F-47 Future Campus at Nellis AFB for the Air Force

DEPT of the Air Force Nellis AFB, NVCloses November 18, 2026

What the Air Force is seeking

The Department of the Air Force is seeking progressive design-build teams for rapid-delivery facilities supporting the F-47 mission at Nellis Air Force Base in Nevada. The work covers a combined operations and maintenance hangar, reprogramming laboratory, simulator facility, aircraft apron with sunshades, and supporting utilities and infrastructure.

The Government prefers one team able to deliver all the rapid-delivery projects, but may select up to four. This is an Area of Interest under the MACH1 program, and the process may lead to an Other Transaction Agreement. The broader campus program amount is not the construction agreement value available under this opportunity.

Key dates and the Phase 1 deadline

Phase 1 solution briefs are due November 18, 2026, at 9:00 p.m. Central Standard Time. The listing also gives a deadline of November 18 at 5:00 p.m. Eastern Time; these are the same time. Submit before the deadline and allow time to check that the email and attachment are ready.

The anticipated schedule lists Phase 2 invitations by December 2, oral presentations from December 14–17, Phase 3 invitations on December 22, and Phase 3 submissions due January 15, 2027. The target initial agreement award is February 5, 2027. Dates are anticipated and may change.

Who this opportunity suits

This opportunity is for design-build teams with relevant design and construction capabilities and the qualifications and resources to deliver complex facilities and supporting infrastructure. The Phase 1 response must show the capabilities of the actual proposed design and construction organizations.

Teams that can work collaboratively through design and preconstruction, assess technical and construction alternatives, and develop cost and schedule strategies may be a fit for the progressive design-build approach.

How to access the bid and submit

Click “View the original posting” to open the opportunity on the portal. If the first click takes you to the portal homepage, click it again to reach the bid. A free account may be needed to view documents, though some bids are accessible without one.

Review the complete AOI and MACH1 Umbrella Program Notice for eligibility, technical factors, page limits, qualification-sheet requirements, cybersecurity provisions, and evaluation procedures. Submit the Phase 1 response as one unclassified, searchable PDF with the required bookmarks and appendices. Email it to [email protected] and put the assigned Nellis F-47 Campus AOI Notice ID in the subject line.

Send questions and acquisition communications to the Agreements Officer through the designated MACH1 correspondence address. The AOI says only authorized Government officials may change its requirements or make commitments binding on the Government.

Prepare a focused Phase 1 response

Use the AOI’s ten technical factors to organize the response, and stay within its maximum of 20 narrative pages, with appendices handled as permitted. Make it easy for reviewers to see which organization will perform each part and how the proposed team’s experience and resources relate to the listed facilities.

Phase 1 does not require a construction price or rough-order-of-magnitude construction estimate. Focus the brief on the requested qualifications and technical information, check the required PDF bookmarks and appendices, and verify that the final file is searchable and unclassified before sending.
