How to respond to the Philadelphia VA’s interior directional signage RFI

Veterans Affairs, Department of PACloses November 12, 2026

What the VA is researching

The Department of Veterans Affairs is conducting market research on interior directional signage for the Corporal Michael J. Crescenz VA Medical Center in Philadelphia. This is a request for information, not a contract solicitation or request for proposals.

The VA is looking for information about capable and interested suppliers to help with planning. An RFI response is not an offer and cannot result in a contract award.

Deadline and what it means

Email your response so it is received by 4:00 p.m. Eastern Time on November 12, 2026. Telephone responses will not be accepted.

The VA says that if it issues a solicitation, it will post it on SAM.gov. You would need to respond to that solicitation to be considered for an award.

Who this opportunity may suit

This RFI is relevant to manufacturers, distributors, resellers, and firms proposing equivalent signage products that can address the characteristics in Attachment A. The VA asks vendors to identify their business size and status, such as SDVOSB, VOSB, HUBZone, WOSB, small business, or large business.

The questionnaire also asks about Federal Supply Schedule or GWAC availability, product origin, and whether a vendor is the manufacturer. Resellers and distributors should be ready to address the Nonmanufacturer Rule questions if applicable.

How to access the notice and respond

Use “View original source” on the opportunity page. If the first click opens the portal homepage, click it again to go to the bid. A free account may be needed to view documents, though some bids do not require one.

Review Attachment A, then email your capabilities and questionnaire responses to Contracting Officer Benjamin Villasenor at [email protected]. Use the subject line “RFI Response Interior Directional Signage CMCVAMC [Your company Name].” Do not contact VA Medical Center staff about the requirement.

Prepare a useful RFI response

Answer each questionnaire item directly. Include your UEI, business size and representations, any FSS or GWAC contract number, your role in supplying the products, and the country of origin for each item. If you are a large business, provide the requested information about authorized small-business distributors if you have them.

Compare your products and capabilities with Attachment A’s salient characteristics. Explain any differences or proposed equivalents clearly, and provide practical feedback on the Statement of Need—or state N/A if you have none. If you are not the manufacturer, address each Nonmanufacturer Rule attestation item that applies.

Keep the response focused on the VA’s planning questions. The VA will not pay response costs, and information submitted is for market research rather than a contract award.
