How to bid on mixed-metals scrap removal for GSA at Fort Mifflin

Federal Acquisition Service Philadelphia, PACloses November 20, 2026

What GSA is buying

The U.S. General Services Administration is soliciting sealed bids for the purchase, onsite processing and removal of about 100 tons of Government-owned mixed-metal scrap at the USACE Fort Mifflin Project Office in Philadelphia. Materials may include steel, marine-related components, machinery parts, stainless steel, aluminum and other mixed scrap.

The contract includes initial processing and cleanup, followed by recurring collection and removal. All material must be recycled for material recovery only; resale or reuse as usable property is prohibited. The estimated quantity is informational and is not guaranteed.

Key dates and deadline

Questions are due November 10, 2026. Sealed bids are due November 20, 2026, at 5:00 p.m. Central Time. The bid opening is scheduled for November 24, 2026, at 9:00 a.m. Central Time.

Submit the sealed bid by email before the deadline. The opportunity also lists November 20 at 6:00 p.m. ET as the deadline; this is the same time as 5:00 p.m. CT. Late bids may not be considered, so allow time to send and verify your submission.

Who this opportunity may suit

This opportunity may suit scrap-metal processors and recycling firms equipped to handle mixed ferrous and non-ferrous material and perform onsite processing and removal. The work may involve dismantling, cutting, rigging, heavy lifting, loading, transportation and cleanup.

Vendors should be prepared to meet the mandatory site-inspection requirement and, if selected as the apparent high bidder, satisfy the stated pre-award requirements.

How to respond

Review the complete IFB and its appendices through the GSA Auctions listing. To reach the listing from the opportunity portal, click “View original source.” If the first click opens the portal homepage, click it again. A free account may be needed to view documents.

A mandatory pre-bid site inspection is required for bid responsiveness. Contact David Evinger at USACE Fort Mifflin to arrange or ask about the inspection. Submit a completed and signed Appendix A as a PDF attachment to [email protected]. Use the subject line “IFB 2-1-QSC-T-27-007 – Sealed Bid – Bidder Legal Name.” Appendix A is the only document required with the sealed bid; do not submit SF 114 or Appendix B with it.

Provide one fixed price per pound, expressed to no more than three decimal places. The apparent high bidder must later meet the IFB’s pre-award requirements, including Appendix B, an acceptable Site-Specific Project Execution Plan, insurance documentation, capability certification and a $10,000 Performance Guarantee.

Prepare a careful, competitive bid

Complete the required inspection and use what you learn about the site and material to assess the labor, equipment, transport and cleanup needed. Build your price around the required recovery-only recycling outcome and the recurring collection obligation.

Check the full IFB for the exact bid terms, appendices and submission instructions. Confirm Appendix A is signed, the price is in the required format, the email subject is correct and the PDF is attached before sending. Keep a copy of the submission and allow enough time before the deadline.
