Bid guide
How to bid on Long Creek WWTP electrical improvements for the City of Gastonia
What the City is buying
The City of Gastonia is seeking a licensed contractor for electrical improvements to the East Blower Building at Long Creek Wastewater Treatment Plant in Dallas, North Carolina.
This construction IFB may suit firms with relevant electrical project experience. The City plans to award a contract as soon as possible after bid opening to allow materials to be procured; work cannot begin until all materials are on-site.
Key dates and bid opening
A pre-bid meeting is scheduled for November 5, 2026, at 2:00 p.m. Bids are due December 1, 2026, at 11:00 a.m. ET.
Submit the bid to the City exactly as the invitation to bid directs and before the deadline. The City intends to award to the lowest responsive, responsible bidder. A bid cannot be withdrawn after opening without the City’s consent for 60 days.
Who this opportunity suits
Bidders must be licensed contractors in North Carolina, and the electrical work must be performed by a licensed electrical contractor. The contractor’s license number must appear on the envelope containing the bid.
The City’s responsible-bidder criteria include appropriate licensing, relevant experience and ability, sufficient capital and facilities, and the ability to meet bonding and insurance requirements and complete the work within the time specified in the contract documents.
How to get the documents and respond
Open the project in the Duncan-Parnell plan room through the project’s original-source listing. The bid date, owner contact, and invitation to bid are public. Register for a plan-room account to download plans, specifications, and addenda, or order printed sets; registration also puts you on the plan holders list.
Submit your bid to the owner as the invitation to bid directs. Include the Contractors Pre-Qualification Form and bid security of at least 5% of the proposal. Security may be a cash deposit, certified check from an FDIC-insured bank or trust company, or a bid bond from a corporate surety licensed in North Carolina.
Each bid should also include a letter from the bidder’s insurance representative confirming the insurer has read the contract’s insurance requirements and will issue the required policies if the bidder is awarded the contract. The successful bidder must sign a written contract and provide the required performance security for the full contract amount.
Prepare a complete, competitive bid
Read the plans, specifications, invitation to bid, and addenda carefully. Use the plan-room account to check for addenda and confirm you are pricing the current documents.
Check that the pre-qualification form, bid security, insurance letter, and license number on the bid envelope are ready before submission. Confirm the bid bond or other security meets the stated amount and form requirements.
Build your price and schedule around the contract documents, including the requirement that materials must be on-site before work begins. Contact Mike Dougherty at 704-523-6045 with project questions.
