Who this opportunity suits
This RFQ is for construction manager at risk firms with relevant experience delivering complex public facilities. The City is seeking a partner able to work collaboratively and transparently while maintaining cost discipline under a CMAR delivery model consistent with North Carolina law.
How to access and submit your response
Open the solicitation on BidNet Direct through “View original source.” The title and dates are public; a free vendor account is needed to view the full notice, documents, and addenda.
Prepare six bound copies with sections tabbed, plus one tabbed PDF on a thumb drive. Put the package in a sealed envelope or box marked “Request for Qualifications – Construction Manager at Risk (CMAR) Services” and deliver it to City of Jacksonville, Attn: Christy Baysden, 815 New Bridge Street, Jacksonville, NC 28540, by the deadline. Submit through BidNet Direct or as the notice directs.
Prepare a focused qualifications package
Keep the response to no more than 40 double-sided pages, excluding the cover and tabs. Surety letters and similar attachments may be included as appendices and are excluded from the page count.
Tailor the SOQ to the Sports and Events Center rather than relying on general marketing materials. Make relevant project experience and your ability to deliver preconstruction and construction services easy to find.
Send RFQ questions only in writing to Christy Baysden at [email protected]. Questions are answered through written addenda, not private replies. Do not contact City Council members, City employees, consultants, or selection representatives about the RFQ unless the City specifically authorizes it; unauthorized contact may result in disqualification.
