What USTRANSCOM is seeking

Flights would carry passengers, baggage, and government-furnished weapons and small-arms ammunition. The RFI describes up to 39 passengers on the Wake Island route and up to 12 on the Kwajalein route, with two round trips per month for each. A combined route may also be proposed.
Key dates and the deadline
Questions are due by 4:00 p.m. Central Time on November 9, 2026. Responses are due by 4:00 p.m. Central Time on November 13, 2026.
The response package must be emailed to the point of contact identified in the RFI. Responses are limited to 12 pages total, excluding the cover page and transmittal letters. This is an RFI for market research.

Prepare a focused response
Review the RFI’s technical details and pricing matrices before drafting. Address the Honolulu–Wake Island and Honolulu–Kwajalein routes separately, and explain whether you are proposing the optional combined route.
Show clearly how your response relates to the passenger capacities and recurring flight schedule described in the RFI. Check that the response stays within the 12-page limit, excluding the cover page and transmittal letters, and leave time to confirm the email package is complete before the deadline.
