Bid guide
How to bid on the Chemical Feed Boiler Replacement for the City of Toledo
What the City is buying
The City of Toledo DPU/Water Treatment Plant is seeking bids to purchase and install a new boiler system serving its soda ash and lime chemical feed processes.
This is a construction IFB for vendors with relevant boiler and trade capabilities.
Key dates and the bid deadline
The solicitation was published October 23, 2026. A pre-bid meeting is scheduled for November 10, 2026, at 6:00 a.m.
Bids are due November 17, 2026, at 1:30 p.m. ET. Submit electronically through PlanetBids before the deadline and confirm that PlanetBids issues an email confirming transmission; the bid is not complete without that confirmation.
Who this opportunity suits
This opportunity suits construction contractors able to supply and install a boiler system for a water treatment plant’s chemical feed processes.
The City lists applicable Ohio OCILB trade licenses and City of Toledo contractor registrations for hydronics, electrical, HVAC and plumbing. ASME-qualified welders and other specialty certifications may also be required, as applicable to the work.
How to access and submit a bid
Open the solicitation on the City of Toledo’s PlanetBids portal. The public listing includes the scope, dates and document list. PlanetBids may ask you to complete a human-verification check before the page loads.
Register a free PlanetBids vendor account with the City to download documents, receive addenda and submit electronically. Complete the required project paperwork and signed vendor contract from the Documents tab, and enter line items in the e-bid system. Prices must use two decimal places, and only one price per line item is accepted.
Include a bid guaranty: a bid bond, or a cashier’s or official check from a solvent bank. Upload a scan with the bid. If using a check, it must also reach the City’s Division of Purchases and Supplies by the due date and time; company and personal checks are not accepted. Make checks payable to the City of Toledo. The City says a missing bid guaranty makes the bid non-responsive.
Prepare a complete, competitive response
Review the full bid documents and any addenda before pricing. Check that your proposed equipment and installation approach address the stated boiler use, and make sure your price covers the work described in the solicitation.
Confirm that your firm’s licenses, registrations and any applicable certifications are current. Check the portal’s Bid Information and Documents tabs for the bid-guaranty instructions, insurance requirements and required forms.
Allow time to upload the response and verify the PlanetBids email confirmation before the deadline. Check that each line item has one price with two decimal places and that any check used as the guaranty will arrive on time.
